Men’s dress shirts of the 1920s were anything but boring white. Pastel colors in solids and clashing vertical stripes were what fashionable men wanted (including the Peaky Blinders). Contrasting with a high white club collar / penny collar or classic pointed collar, the look is unmistakably twenties. Add a fancy collar bar or pin to the white collar and you will look like a high class gentleman. White-collar shirts can be tricky to find. Solid color or striped shirts with matching collars came into style in the late 1920s, so you have that option too.
Many poor men or casual dressers opted to wear shirts without collars (mandarin or granddad style shirts) just as working classes turned to blue, brown or grey cotton shirts.
