The late Victorian and Edwardian ballgown went from an hourglass ballgown (1890-1910) to a slender column with a flattering empire waist, butterfly sleeves, long side drapes, and touches of the Orient. The later styles are easier to find today, while the earlier Edwardian evening dresses are rare. Most formal dresses had sleeves, but you can buy a sleeveless gown and wrap a lace shawl or evening jacket over it, or layer it under a sheer lace top.
